"(3) COMMUNICATIONS

In spite of difficulties arising from maintaining normal communications during war-time, the authorities have, however, succeeded in restoring communications not only within the Hong Kong area but also with places out- side Hong Kong, such as Canton, Macao, Swatow, Amoy, Formosa, Shanghai, Japan, the Philippines, Kwangchowwan, Indo-China, Malay Peninsula, Borneo, Java, Burma, Thailand, etc. At the same time, a Seamen's Training Institute has been set up with a view to training more sailors to work for communications.

"(4) EDUCATION

Great strides have been made in education within the past two years. Most of the middle and primary schools have been reopened, and it is proposed that a higher educational institute will be organized for advanced studies. The public library will also be opened in the near future.

"(5) CHARITY WORK

During the transition period, most of the charity organisations had come to a standstill. In view of the great help of charity organisations to civil administrations the government has ordered the Chinese Representatives to organize a Chinese Benevolent Association to superintend all charity organizations, and also granted them subsidies. To these organizations, the poor citizens owe a debt of gratitude.

"The above are some of the commendable measures taken by the government. But the success of to-day is based on the following factors:

"(1) Every measure has been carried out with careful

considerations and sufficient preparations beforehand, so that it often works out smoothly.

"(2) In carrying out every measure, great confidence is

always entertained by the government, so that its ultimate end is always reached regardless of obstacles.

"(3) Every me asure is being carried out with great justice,

so that the people are benefited tremendously.

"It is my opinion that in celebrating this second anniver- sary we should not simply eulogize the achievements of the government: that is only a narrow view of the celebration. in every thing worthy of our remembrance, we have certain responsibilities. Our responsibilities are that we should appreciate the intention of the government and act in co- operation with the government to the best of our abilities. instance, firstly, as the government has public order at heart, we must never spread any rumours, and must take every precaution against undesirable elements in the community. Secondly, we must enthusiastically co-operate with the government in pushing on all anti-epidemic and sanitary movements, and must not evade or obstruct such movements. Thirdly, as the government is trying to keep up the food supply, we must do our best to save
